Smoking with your seatbelt on. . .

How come the government cares if I'm wearing my seatbelt in the privacy of my own car but they don't give a hoot if I'm smoking? My passenger has to wear their seatbelt but breathing my smoke is no big deal. Hummmmmm. . .
